In continuation of my Confidential Despatch of the 21st. September, I have the honour to transmit a copy of a letter addressed by Mr. Consul-General Jamieson to Mr. Alston, His Majesty's Chargé d'Affaires at Peking,which explains the present situation in the Kwangtung Province.

I may add that the poorer classes of refugees

have for the most part returned to the Province but that many of the well to do still remain and I hope that the Colony will prove sufficiently attractive to them to induce them to make it their permanent residence.
